The 37-year-old from Oxon Hill jumped from an anchored vessel south of the bridge around 6 p.m., Fox5 said citing Maryland Natural Resources Police.
Espinoza-Oviedo was thrown a life jacket but could not get it on before he went unconscious, and a Good Samaritan pulled him from the water, reports say. CPR was attempted before emergency crews arrived but was apparently unsuccessful.
This comes after another man, who was fishing with his family, drowned at Sandy Point State Park earlier the same day.
